The course on State and Local Governance: Machinery & Processes comprises of  learning about governmental agencies and democratic decentralized institutions established at state, district and sub-district levels and the processes associated with these bodies. This level of the administration is highly significant as it provides a platform to the people to have a direct interface with the various organs of the state. 
The course covers  the State Legislature and State Administration and its important institutions like the Governor, the Chief Minister and the Council of Ministers, State Secretariat and the Chief Secretary etc. The students in this course will also be enlightened about the district administration including Autonomous District Councils in North Eastern States  and executive officer at this level of administration, popularly known as District Magistrate/ District Collector or Deputy Commissioner.  

The evolution of local governance and present system of Panchayati Raj Institutions, various types of Municipal bodies along with their constitutional models in the form of 73rd and 74th constitutional amendments and institutions like – State Election Commission, State Finance Commission -  and District Planning Committees are also the main constituents of the course.
The course is 15 weeks long academic program. The learners in this course will be instructed through e-Texts and Video Lessons. They will also be encouraged to explore  Further Readings and motivated for actively participating in Group Discussions. Regular interactions with the Teaching Team will be provided to clarify the doubts of the course participants.

Instructor bio

Dr (Prof) Ajmer Singh Malik

Department of Public Administration, Kurukshetra University, Kurukshetra
Dr.  Ajmer Singh Malik is a Professor in the Department of Public Administration, Kurukshetra University Kurukshetra (Haryana) India. He is former Chairperson of the Department of Public Administration (2009-2012) and Coordinator, UGC’s Special Assistance Program (SAP) in between 2012-2015. He has also held the position of Director, Mahatma Gandhi All India Service Coaching Institute and Coordinator Certificate Course in Panchayati Raj and Rural Development at the university level. 

Presently, he is President of Indian Public Administration Association; Chief Editor Public Affairs & Governance – a biannual interdisciplinary journal; and Coordinator, Massive Open Online Course in Introduction to Public Administration. 

He has also been associated with the University Grant Commission and other national level bodies in many ways. He has also been associated with almost all public universities of north India as subject expert/member of their academic bodies like Social Science Faculty, Post-Graduate and Under-Graduate Board of Studies, Department Research Committees etc. 

Outside India, he has also been empaneled as an External Foreign Reviewer by the University Grant Commission Bangladesh and as member of External Peer Review Team acted as convener of the review process of many science, engineering and arts and humanities departments of public and private universities.

Since his joining in Kurukshetra University in 1991, he has rich and varied experience of teaching, research and extension work. He has published two books and 30 research papers in national and international journals of repute. Till now, he has supervised 19 Ph. D students for their Ph. D degree.

30 Marks will be allocated for Internal Assessment and 70 Marks will be allocated for external proctored examination
