This course will introduce the basic concepts in Cyber Law to the students/viewers/participants of the course. After completing this course, the student will be in a position to understand the Laws related to Cyber Security / Information Security in general and IT Act 2000 and 2008 in particular. 

The students who successfully complete this course will be able to:

  1. Describe laws governing cyberspace and analyze the role of Internet Governance in framing policies for Internet security
  2. Discuss different types of cybercrimes and analyze legal frameworks of different countries to deal with these cybercrimes
  3. Explain the importance of jurisdictional boundaries and identify the measures to overcome cross jurisdictional cyber crimes
  4. Illustrate the importance of ethics in the legal profession and determine the appropriate ethical and legal behaviour according to legal frameworks
  5. Identify intellectual property right issues in the cyberspace and design strategies to protect your intellectual property
  6. Assess the legal issues with e-commerce
  7. Create security policy to comply with laws governing privacy and develop the policies to ensure secure communication
  8. Recognize the importance of digital evidence in prosecution and compare laws of different countries

Dr Vishal Goyal, Professor in Computer Science

Dr Vishal Goyal is a Professor in the Department of Computer Science, Punjabi University, Patiala. He has done Masters of Computer Applications from Panjabi University, Patiala and M.Tech. in Computer Science from JRN Rajasthan Vidyapeeth Deemed University, Udaipur, Rajasthan. He has done his PhD in Computer Science from Punjabi University Patiala under the supervision of Prof. Gurpreet Singh Lehal, Professor, Department of Computer Science, Punjabi University Patiala. His title of research was "Development of a Hindi to Punjabi Machine Translation System" from Punjabi University, Patiala. This machine translation is available for use freely at website http://h2p.learnpunonjabi.org. This software was then copyrighted in 2011. Dr Goyal has been honoured with Young Scientist Award in 2005 by Punjab Academy of Sciences. 

Dr. Goyal’s main contribution has been the development of technologies related to computerization of Punjabi language. Prominent among these are Hindi to Punjabi Machine Translation System using Statistical Approach, Hindi to Punjabi Transliteration System, Plagiarism Detection Software for Hindi texts, Development of Sentiment analyzer for Punjabi, Urdu to Punjabi Machine Translation System using a hybrid approach. He also has the contribution in the technological development of Hindi, Assamese, Dogri and Gujarati Language. He has started work on the Kashmiri Language. He is also working on technology development for Specially abled People. Dr Goyal has published more than 95 research papers in various national and international journals and conference proceedings of repute. 

Dr Vishal has handled research project worth more than 40 Lakh Rupees funded by DeitY, Ministry of Communications and Information Technology, Govt. of India, New Delhi. IPR Division, Ministry of Communications and Information Technology, Govt. of India, New Delhi has approved one research project on the development of Plagiarism Detection Tool for Indian Languages worth 22 Lakhs to him. Ministry of Social Justice and Empowerment, Govt. Of India has recently approved one research project on Sign language worth Rs. 9.7 Lakhs to him. As a software engineer, Dr Vishal Goyal has developed more than 42 software.

He has also authored one book titled "Simplified Approach to Data Structures" published by Shroff Publications and Distributors, Mumbai. He has a lot of administrative experience. He has worked in Software Industry as well. He has organized a number of workshops, conferences, symposiums in relation to Natural Language Processing. He is a member of various professional bodies. He is Editor-in-chief of an International Journal - "Research Cell: An International Journal of Engineering Sciences". He has delivered about 08 Keynote addresses, Chaired about 50 technical sessions and delivered about 75 invited talks in various International and National Conferences of repute.

He has also recorded 11 video lectures on DBMS as part of their MHRD Project by EMMRC, PUP. He has guided 112 M.Tech.(CSE) /M.Phil. (CS) students and guided 09 PhD Students. Presently 10 PhD Students are doing research under his guidance

Dr Simranjeet Kaur Gill

Dr. Simranjeet Kaur Gill, Principal of School of Law, is specialised in criminal law and have completed her Ph.D. in year 2014. She is having 16.6 years of teaching and research experience. She has been invited as a resource person/Chairperson or panellist for various National and International Conferences. She has published 47 research papers in different research journals of national and international repute with high impact factor. She supervised 32 research scholars of LL.M and presently supervising 8 scholars of Ph.D. 2 students have already successfully defended their Ph.D. Viva and received their degree.  
She has been  invited as resource person / subject expert in the subject of Cyber Law under Cyber Security/Information Security for delivering thirty two educational television programme  and equal number of e-Content programmes at Educational Multimedia Research Centre, Punjabi University, Patiala. The said program is sponsored by Ministry of Human Resource Development under the National Mission on Education through Information and Communication Technologies (NMEICT) e-Content project from January, 2016 to June 2016. All the video lectures which were delivered are presently available on Swayam portal under MOOCS and all of these E-Contents are available on the Sakshat Portal of the Ministry of HRD and website of UGC

Course certificate

Assessment/Assignment marks will be considered for Internal Marks and will carry 30 percent for overall Result.

End Term Exam- will have 100 questions and will carry 70 percent of overall Result.

All students, who obtain 40% marks in in-course assessment and 40% marks in end-term proctored exam separately, will be eligible for certificate and credit transfer.
