The Massive Open Online Course on ‘Administrative Ethics in Governance’ primarily aims to integrate innovation with learner centric curriculum design, teaching-learning and objective evaluation in context of Administrative Ethics. The content of the course intends to enrich the basic understanding of the learners about philosophy of ethics, its relevance in public services and significance in public life. The learners shall be introduced with structural, institutional and operational aspects of ethical values in Indian as well as global context.

The understanding of attributes of ethics, rights, duties, freedom, equality, brotherhood, karma with the help of Indian traditional knowledge and Western approaches, will develop the leaner’s skill for trouble shooting, conflict management, team building, leadership and positive frame of mind to address social issues posing serious challenges before governance such as inequalities, female foeticide, environment deterioration, corruption, rising scales of crimes and crowd in prison.

The course content will appraise the learners with the tested and result-oriented principles to inculcate the sense of responsiveness to the social issues, participation with problem solving attitude and accountability.
The contents of the course enrich its relevance with unique inter-disciplinary learner centric approach covering the discussion about the solution of the problems with the use of science and technology and making it relevant as a Value Added Course for the students of other disciplines- political science, law, economics, social work, sociology, science and technology as stipulated in National Education Policy, 2020.

The completion of the course will result in:
  • Comprehension of ethical values and their significance in peaceful and progressive life;
  • Obtain in depth knowledge about ethics in ancient and modern Indian context;
  • Recognize significance of ethical values in transparent, accountable and responsive governance.
  • Availability of ever available source of information and knowledge on the theoretical foundations of ‘administrative ethics in governance’.

Dr. Tarun Arora

Dr. Tarun Arora has served as Head and Dean at School of Legal Studies, Central University of Punjab, Ghudda, Bathinda. Dr. Arora possessed a diverse range of teaching, research and administrative experience. In addition to the Central University of Punjab, he was also associated with Mahatma Gandhi State Institute of Public Administration (MGSIPAP). He was also Master Trainer of UNDP on Biological Diversity Law and Punjab Police on Cyber Laws. He had also contributed to different modules of ePG Pathshala on Environmental Laws, SWAYAM Prabha Channel Number 06 Vidhik on Human Rights and Consumer Rights. He had above five dozens papers published in the area of constitutional law, judicial review, human rights and environmental protection. He was also associated with Ministry of Parliamentary Affairs in Capacity Building of Youth regarding parliamentary procedure and practices in addition to his association with various academic and statutory bodies of Punjabi University, Patiala; NEHU, Shillong; ALU, Jaipur; IKGPTU, Kapurthala; GGSIPU, Dwarka; LPU, Phagwara; CU, Gharuan, Kharar and different Public Service Commissions.

Dr. Avon Kumar Vaid



Dr. Avon Kumar Vaid is presently working as the Principal at Amritsar Law College, Amritsar. He has 18 years of teaching and research experience. He has qualified the UGC-NET (Law) examination and also awarded a Ph.D. degree from Punjabi University, Patiala. His areas of interest include the Law of Contract, Constitutional Law, Administrative Law, and Laws related to Intellectual Property Rights. Dr. Vaid performs duties as a Ph.D. evaluator, supervisor, question paper setter, and member of the Board of Studies of various Universities. He has presented research papers at numerous National and International Seminars and has published Articles, Chapters, and Books on contemporary legal and social issues. He is actively involved in academic peer review and serves as a reviewer for a prestigious journal published by the various Universities. He has delivered multiple lectures as a resource person for various Universities, Colleges, and other Institutions. He has also acted as an expert in training programme of Mahatma Gandhi Institute of Public Administration (MGSIPA), Punjab.  Dr. Vaid has recorded various lectures for Massive Open Online Courses (MOOCs) and is also the course coordinator. Dr. Avon Kumar Vaid received the certificate of recognition for excellent contribution in higher education by Observe Now.

Course certificate

30 Marks will be allocated for Internal Assessment and 70 Marks will be allocated for end term proctored examination.

Securing 40% in both separately is mandatory to pass the course and get Credit Certificate.
