Perspective on Public Administration

Public Administration Theory is the amalgamation of history, organisational theory, social theory, political theory and related studies focused on the meanings, structures and functions of public service in all its forms. It often recounts major historical foundations for the study of bureaucracy as well as epistemological issues associated with public service as a profession and as an academic field. Generally speaking, there are three different common approaches to understanding public administration: Classical Public Administration Theory, New Public Management Theory, and Postmodern Public Administration Theory, offering different perspectives of how an administrator practices public administration. Important figures of study include: Max Weber, Frederick Winslow Taylor, Luther Gulick, Mary Parker Follett, Chester Barnard, Herbert A. Simon, and Dwight Waldo. Herbert Simon advanced a public administration theory that was informed by positivism. The influence of positivism today can be seen in journals such as the Journal of Public Administration Research and Theory and the Journal of Policy Analysis and Management.

Notable Public Administration Theorist such as Max Weber expressed the importance of values in the development of public administration theory. However, theory cannot simply be derived from empirical observation of facts, it must be constructed using value judgments that direct our empirical observations and then guide out interpretation of those observations. Values are essential for the construction of public administration theories because it takes into account the meaningful ethical principles and philosophies of a culture which ensure appropriate theory practice. Public Administration theories are put into practice or considered through a few distinct strategies: Parallel, Transfer, or Collaboration also known as the theory-gap practice. This practice is used to transfer knowledge between practitioners and scholars.

Dr. Ishwarya R.

University of Mysore
Dr. Ishwarya R serves as an Assistant Professor in the Department of Studies in Political Science at Karnataka State Open University, Mysuru. With over thirteen years of dedicated experience in higher education, she has been deeply involved in postgraduate teaching, research, and curriculum development. She obtained her Ph.D. from the University of Mysore in 2024, following an exceptional academic career marked by distinction in both M.A. and B.Ed. degrees, and qualification in SLET. Her association with the Karnataka State Open University has been instrumental in enhancing the reach and quality of open and distance learning in Political Science.

Her academic interests include democratic decentralization, rural development, gender justice, public administration, and constitutional studies. Dr. Ishwarya has authored and co-authored several research papers and book chapters published in reputed journals and edited volumes. She has participated and presented scholarly papers at numerous national and international seminars and conferences, reflecting her active engagement with emerging discourses in political science and social development. As a life member of the Karnataka Political Science Association, she also contributes as a member of various Boards of Studies and Examination across universities in Karnataka.

Beyond teaching and research, Dr. Ishwarya has played a vital role in developing Self-Learning Materials (SLMs) for undergraduate courses in Political Science and Public Administration in both English and Kannada mediums. Her contribution to academic resource creation and her commitment to inclusive education underscore her passion for promoting civic understanding, social justice, and democratic values through education.

Course certificate

1. End-Term Examination:
o    Weightage: 70% of the final result
o    Minimum Passing Criteria: 40%

2. Internal Assessment:
o    Weightage: 30% of the final result
o    Minimum Passing Criteria: 40%

3. Calculation of IA Marks:
o    Out of all graded weekly assessments/assignments, the top 50% (equal-weighted) shall be considered for calculation of the final Internal Assessment marks.
All students who obtain 40% marks in the internal assessment and 40% marks in the end-term proctored exam separately will be eligible for the SWAYAM Credit Certificate.
