Public policy making constitutes the core of politics and government in any nation. Often, the implementation of public policies is directly linked to the growth of a nation. Therefore, the field of public policy has been evolving into a major sub- discipline in political science since the 1970s. Accordingly, it has become a major component of political science curricula all over the world. In this context, it would be of utmost relevance for students, teachers as well as other individuals interested in the subject to understand how policies are formulated in a national and international context and other nuances of policy making. Hence, this course “Introduction to Public Policy” is designed to cater to the increasing demands of knowledge about public policy. The course is targeted at students, teachers, bureaucrats, policy professionals, people working in NGOs, and corporate. This course aims at familiarizing the learners with the key concepts and theories of public policy. At the end of the course, the learners will be able to: 
Understand as to why certain issues emerge as policy issues for the government to act upon
Examine how different actors play their role in shaping and influencing the policy process 
Analyse how policy problems and issues are formulated and implemented
Acquire skills of writing a policy brief.

Prof. I. Ramabrahmam,
Professor, Dept. of Political Science
University of Hyderabad


Prof. I. Ramabrahmam works as Professor, Dept. of Political Science in the University of Hyderabad. With more than 30 years of teaching experience and widely published research articles and books on various aspects of Public Policy/Administration in national and international journals, Prof. Ramabrahmam is one of the renowned experts in political science with specialisation in Public Administration, Public Policy, Higher Education, Governance and e- Governance.

Prof. Ramabrahmam has guided about 25 Ph.D.s and M.Phils. He was a Linneaus- Palme Fellow of Uppsala University, Sweden. He visited UNESCO International Institute of Education and Planning, Paris and Stanford University, USA. 

In terms of digital learning, Prof. Ramabrahmam served as the National Coordinator for Public Administration for ePGPathshala entrusted with e- content generation for post- graduate students in India. Under this project, he headed a team of more than 100 experts in Public Administration and designed more than 100 modules in Public Administration which are available on the INFLIBNET portal. Prof. Ramabrahmam is also associated with the Massive Open Online Courses (MOOCs) in Public Administration, a recent initiative by MHRD and UGC. In addition, Prof. Ramabrahmam served as the Course Coordinator for the MOOC on “Life Skills for Engineers,” offered in collaboration with the Commonwealth Educational Media Centre for Asia (CEMCA), New Delhi. 

In his career spanning more than 30 years, Prof. Ramabrahmam lectured at several prestigious institutes in India and abroad. He was recently awarded the Senior Political Scientist Award 2018 by the Indian Political Science Association (IPSA) at the 58th All India Political Science Congress. 

In addition to academics, Prof. Ramabrahmam held several administrative positions- as Director of Academic Staff College, University of Hyderabad, Registrar, University of Hyderabad and Head of the Department, Political Science at University of Hyderabad. 

Course certificate

30 Marks will be allocated for Internal Assessment and 70 Marks will be  allocated for external proctored examination.
